what's the best method for re-supporting a front porch where the builder has existing 4x4's sitting on concrete block

my victorian farmhouse has an attached front porch where the builder has the porch sitting on 6-4x4's on concrete block as opposed to cement pil-on's, 42" down. digging new pile-on's appear to be the answer - but did i need to raise the deck 1.5" to compensate for cement shrinkage? that's what one contractor told me.
