1This varies by area of country you are in. Code for where I live is less than 4" opening between the spindles. Close enough together to prevent a child from sticking his head through. Bottom railing 3" of opening maximum.
The video I linked to (1) says 9" for wherever they are doing that work.
Porch and deck railings are local area code issues, so if you see an inspector cruising by, stop their car and ask her.
Think safety. Youngest, oldest, weakest, even clumsiest. Keep the person in mind who would have the most hazard with the finished construction and build it safe for them.
My second link has a different approach. Here's what they say:
"You can build your entire rail assembly piece by piece or do what DelGrande did and go down to your lumberyard, where they will build this to your local codes. You can then put it right in place and it makes the job a lot easier." (2)
